Codes

The Raytown Fire Protection District has adopted the 2006 version of the International Fire Code. Likewise, the City of Raytown has adopted all of the International Codes at the same time.

No parking signCopies of the code can be viewed at the Headquarters station Monday through Friday 8 AM to 5 PM. There are no copies to take home. If sections of the code are requested to be copied, the fire district will gladly do so. However, the cost is $1.00 per page. The Fire District works closely with all divisions of the City of Raytown's Community Development, Public Works,  the Circuit Court and the Police Department. Plan review for new construction and remodeling  is submitted and reviewed simultaneously with the Joint Review Committee. Further information on the JRC can be obtained from the City of Raytown.

Variances and Appeals are set up through the Fire Board and Fire Chief. Most of the time, these hearings are held on regular meeting dates that the fire board convenes. The hearings are usually set before regular business is held. Contact the Fire Marshal for scheduling.

Permits

There are several permits that are required by the fire district. This may or may not include additional permits required by the City of Raytown. There are fees for Fire District Permits. Application must be made during normal business hours or you may download and print the application by clicking here. Contact the Fire Marshal's office for specifics about the application process and further explanation of code requirements that involve the processes that require a permit.

The following is a ordinance authorizing a fee structure for certain functions of the Fire Prevention Division

ORDINANCE NO._____2006-09__

AN ORDINANCE OF THE RAYTOWN FIRE PROTECTION DISTRICT OF JACKSON COUNTY, MISSOURI AUTHORIZING THE FIRE PREVENTION DIVISION TO COLLECT CERTAIN FEES:

Section 1: PURPOSE
1-1  The purpose of this ordinance is to establish a fee schedule for services rendered for the purpose of fire prevention.

Section 2: EXCEPTIONS
2-1 Jurisdictions that receive funding through taxing shall not be charged a fee for services rendered.

Section 3: FEES
3-1 The following are a list of services provide and the fee’s for each:

 3-1.1 Plan Review- Any commercial project which requires stamped architectural drawings shall be charged a fee of $ .30 (thirty cents) per square foot of effected space.  This fee will also include all additional inspections or permits.

3-1.2 Fire Protection Systems- Any construction to a fire protection system other than repair or general maintenance shall require a permit and fee of $ 50 for each occurrence.       

3-1.3 Fire Watch- Any event as mandated by section 105 of the 2006 International Fire Code as needing Fire Over watch shall by charged a fee of $ 25 per hour per person.

3-1.4 Open Burning- Any activity that requires a permit for open burning except for religious purpose shall be charge a fee of $ 25.

3-1.5 Tent Permit- Any tent that is required to obtain a permit under section 105 of the 2006 International Fire Code shall be charged a fee of $ 25 per occurrence.

Section 4: That if any section, subsection, sentence, clause or phrase of this ordinance is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance.  The Board of Directors hereby declares that it would have passed this ordinance, and each section, subsection, clause and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared unconstitutional.

Section 5: That this ordinance and the rules, regulations, provisions, requirements, orders and matters established and adopted hereby shall take effect and be in full force and effect from and after the date of its final passage and adoption as required by law.

The following is a ordinance regulating the installation and maintenance of automatic fire sprinkler systems.

ORDINANCE NO.__________2006-10

AN ORDINANCE OF THE RAYTOWN FIRE PROTECTION DISTRICT OF JACKSON COUNTY, MISSOURI AMENDING SECTION 903 (Sprinkler Systems) OF THE 2003 EDITION OF THE INTERNATIONAL FIRE CODE TO THE FOLLOWING;

Section 1: PURPOSE

1-1  The purpose of this Ordinance is to regulate the installation and maintenance of automatic fire sprinkler systems within the jurisdiction of the Raytown Fire Protection District and to amend section 903 of the 2006 edition of The International Fire Code

Section 2: EXCEPTIONS

2-1 The only exception to this Ordinance shall be that existing structures may continue as long as in the opinion of the Authority Having Jurisdiction the nature of the occupancy has not changes or the degree of hazard to which the occupants are exposed has not increased.

2-2 Where in the opinion of the AHJ an automatic fire sprinkler system is required a period of time not to exceed one (1) year shall be given for compliance.

Section 3: GENERAL

3-1 Automatic fire sprinkler systems shall be installed throughout the structure and maintained in full operating condition in the following locations:

3-1.1 Assembly Use – In all buildings, structures or portions thereof of assembly use when:

A.) More than five thousand (5,000) gross square feet in area; or,

B.) Exceeding two (2) stories or thirty (30) feet in height.

3-1.2 Education Use – In all buildings or structures or portions thereof of educational use when:

A.) More than fifteen thousand (15,000) gross square feet in area; or,

B.) Two (2) stories or more in height.

3-1.3 Health Care Use – In all buildings or structures of portions thereof of health care in operation greater than 23 hours in a single day.

3-1.4 Penal Use – In all buildings or structures of portions thereof of penal use.

3-1.5 Mercantile Use – In all buildings or structures or portions thereof of mercantile use when:

A.) More than five thousand (5,000) gross square feet in area total; or,

B.) Over thirty (30) feet in height.

3-1.6 Business Use - In all buildings or structures or portions thereof of business use when:

A.) More than seven thousand five hundred (7,500) gross square feet in area total:         or,

B.) Two (2) stories or more in height; or,

C.) Over thirty (30) feet in height.

3-1.7 Industrial Use – In all buildings or structures or portions thereof of industrial use when:

A.) More than seven thousand five hundred (7,500) gross square feet in area total; or,

B.) Over thirty (30) feet in height.

3-1.8 Storage Use - In all buildings or structures or portions thereof of storage use when:

A.) More than seven thousand five hundred (7,500) gross square feet in area total:         or,

B.) Two (2) stories or more in height; or,

C.) Over thirty (30) feet in height

3-1.9 Parking Garage Use – In all buildings or structures or portions thereof used as a garage for public or private parking when:

A.) Located in any story below grade.

B.) Located in any story that is enclosed.

C.) Located in buildings where upper stories are designated for other uses.

3-1.9-1 Parking Garage Standpipes-Any level of any parking garage either public or private that is at or above grade and unenclosed shall be provided with a standpipe system in accordance with N.F.P.A. 14, Standard for the Installation of Standpipe and Hose Systems – 2003 Edition.

3-1.10 Residential Use – In all buildings or structures or portions thereof used for residential use other than one and two family dwellings.

Section 4: INSTALLATION STANDARDS

4-1 All installations of automatic sprinkler systems shall be designed and installed in accordance with the following N.F.P.A. standards:

1. N.F.P.A. # 13 — Installation of Sprinkler Systems, 2003 Edition.

2. N.F.P.A. #13R – Sprinkler Systems in Residential Occupancies, up to and including four stories in height, 2003 Edition.

3. N.F.P.A. #14 – Standpipe, Private Hydrant and Hose Systems, 2003 Edition.

4. N.F.P.A. # 20 – Pumps, Stationary, 2003 Edition.

Section 5: That if any section, subsection, sentence, clause or phrase of this ordinance is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance.  The Board of Directors hereby declares that it would have passed this ordinance, and each section, subsection, clause and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared unconstitutional.

Section 6: That this ordinance and the rules, regulations, provisions, requirements, orders and matters established and adopted hereby shall take effect and be in full force and effect from and after the date of its final passage and adoption as required by law.

The following is a ordinance for the installation, maintenance and certification of alarm systems within the Raytown Fire District

ORDINANCE NO.____2007-01____________

AN ORDINANCE OF THE RAYTOWN FIRE PROTECTION DISTRICT OF JACKSON COUNTY, MISSOURI AMENDING SECTIONS 904.3.5 AND 907.15 OF THE 2006 EDITION OF THE INTERNATIONAL FIRE CODE, AND ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. 

BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE RAYTOWN FIRE PROTECTION DISTRICT, AS FOLLOWS:

The Board of Directors find it is in the best interest of the citizens of the City of Raytown to amend these sections of the 2006 Edition of the International Fire Code as set forth herein;

SECTION 904.3.5 delete in its entirety. Insert:

904.3.5 Monitoring: All fire alarm and detection systems shall be monitored by an approved central station as defined in NFPA 72.  A UL Certificate or FM Placard, in accordance with the 2002 Edition of NFPA 72 Chapter 8, shall be issued by the UL Listed or FM Approved prime contractor for all newly installed required fire alarm systems. This certificate shall be displayed in a location to be determined by the Fire Code Official. This regulation shall apply to all newly installed fire alarm systems with an installation permit issued on or after October 23, 2007. An existing required fire alarm system wherein the control panel is to be replaced shall be considered newly installed for the purposes of this section. An existing required fire alarm system wherein additional functions are added to the system shall be considered newly installed for the purposes of this section. The fire prevention division shall maintain a listing of local UL Listed or FM Approved prime contractors. Central station service in full compliance with the 2002 Edition of NFPA 72 Chapter 8 shall be maintained at the protected property, so long as the requirement for the fire alarm system exists.

       Exception: Supervisory service is not required for:

1.       Single- and multiple-station smoke alarms required by Section 907.2.10.

2.       Smoke detectors in Group I-3 occupancies.

3.       Automatic sprinkler systems in one- and two-family dwellings.

SECTION 907.14 (page 180) delete in its entirety. Insert:

That this ordinance and the rules, regulations, provisions, requirements, orders and matters established and adopted hereby shall take effect and be in full force and effect from and after the date of its final passage and adoption as required by law.

Failure to comply with the ordinance shall be enforced in accordance with section 109.3 of the approved fire code.
